Ok my case was that I was disserviced to SFO and confirmed out of SFO for an ug. Agent rerouted me via SEA, flight ex SEA had no upgrade inventory and she warned me that the waitlist is long. Nonetheless she added me and grace to the high fare class and still being 1K, I scored in this particular incident (unlike other times in 2012).
So is the policy just an empty phrasing much like the "not selling TODs" or can agents actively override it? I stopped caring a while ago as I only buy the excuse of "IT trouble" for say 2 to 3 months.
