Budget worries me because they have some franchise locations that are *total* loose cannons, at least in the U.S. (Not sure how Budget UK is set up.) I've run into places where a franchise didn't have any way to handle expedited rentals - that's a showstopper for me.

In that "2nd tier", I trust Alamo first, then Dollar.

If I have knowledge that a location is combined Budget/Avis or combined Dollar/Thrifty, or just combined-everything-in-one-rental-facility, then I'm more likely to book Budget or Thrifty.
