I stayed at the IC Tokyo Bay in this June and the Club access was given (did not use it at all though).

However, I was told by a guest relations manager that they would be reviewing the benefit and might stop it anytime soon. He also said this was because the IC ANA Akasaka ceased the benefit for RAs in line with IC's global policy(?) sometime ago and all the Tokyo IC's (inc. Yokohama) would have to follow the rule.

BTW, I was not aware that the IC Yokohama gave RAs the access. I stayed there about 3 years ago, was not offered.
