You can think all you want, but that's the stated UA policy (which I linked to and quoted above), and which
UAInsider has stated in other threads.
It also matches my experience and that of many others here. The "upgrade" link on .bomb goes away inside 24 hours
if there's a waitlist (not CPUs). As I've stated, UA has IT issues which means that may not always happen correctly--for example, it may be that someone's "waitlist expiration" and subsequent check-in lost the fact they should be waitlisted with an instrument (and hence .bomb thinks there's no waitlist).
