The default is the upgrade to the business room, but some Golds have gotten lounge access instead by asking at check-in. This is what happened to me on a stay a few months ago, but part of it probably had to do with (a) my room was not ready at check-in time (which was fine with me, I just left my bags and came back later) and (b) I was checking out at 7 am the next morning. As the woman checking me in went through the itemized list of what would be available to me in a business floor room (laundry allowance, late check out), it became clear that due to my limited stay there, i wouldn't be able to use most of it. At that point I asked if I could just get lounge access instead, and she agreed.
