boycruz, if you want to get a general sense of the nature and scope of flow programs, you can check this FAA System Control Center National Airspace Status page. It will list any delay programs or ground stops which are active but, of course, won't dynamically show the effect of local ARTCC (Center) changes to individual flight delay times nor the effect of any airline slot swaps. The times listed on the status page are in UTC.
