I cannot remember the CLT-YYZ leg (most likely a US 733), but I do remember an AC B1900 on YYZ-ALB. It has been a while, but I have always carried my passport after that in case of a similar situation.
That's not a violation of the DOT rule (which is sort of what people are referring to when they use the term "cabotage".) You can most certainly fly USA-CANADA on a US carrier and connect to a CANADA-USA flight on a Canadian carrier.
