The first quote is not definitive enough for me to trust it. I've heard too many stories of people being fired for using their official position for personal gain to use the government rate unless I have a clear, written statement that leisure travel is allowed. Just because a hotel doesn't require travel orders doesn't mean that they allow leisure travelers to use the government rate. It just means that they aren't requiring the travel orders.
