When I had to familiarize myself with the Fly America Act before a trip on official business, codeshare segments were deemed to be American. Is cabotage the same? If so, can't US book the OP on segments ticketed as UA/US operated by AC? It only takes one codeshare segment and cabotage would no longer apply, as long as US/UA "sells" it.
