The first part makes complete sense; the fare rules are allowing you to reserve a ticket with a particular
fare basis, not a particular
fare (notice that the detailed fare rules have NO price in them.
It's the second part I'm having trouble with. If one makes a reservation for a particular ticket (that particular ticket being the one associated with that particular underlying fare basis) and is told they have 3-28 days to complete ticketing, then I take that as the airline agreeing to keep that reservation, for that fare basis, intact for that period of time. As Jerry Seinfeld would say "That's the point of the reservation"
