With due respect, (highlighted portion) not true. For anyone to apply, only requirement (about citizenship / residency) is that the person has a U.S. mailing address. Banks are not allowed to discriminate against anyone for not being a U.S. citizen. All they can ask is if the person has "lawful" residence in U.S, it does not matter if person's residency is temporary / permanent or if person is U.S. citizen.
