According to Expedia, there are no fees for 2 bags if your origination is from USA.. for example, Delta is a Partner with jet Airways, if you flew BE(business elite) on Delta, you can check in two bags of 30 kg's I believe.. .
Here is the info I have gathered based on recent adhoc reserach on CHECKED bags (OP mentioned carry on bags)
(plese always double/tripple check with your airline in advance)
a) If a thorough single ticket is purchased from US, which include a domestic leg then that domestic leg will honor baggage allowance of international leg. This is exactly same as how it works in US too (if you are flying in from UK with conection in JFK to LAX, you do not have to pay any first or second bag fee if you have a single thorough ticket)
b) Even for standalone tickets on domestic Indian sector, airlines such as Jet, will sell you special ticket in US (which costs more) that has higher baggage allowance
c) If you fly dometically using a dometic ticket then of course same rules apply to you (currently 15 kg which is 33 pounds) as everyone else
d) you can still fly with more bags or heavier bags but have to pay clearly posted fees
