Where did you get this information? A quick search of the fedrooms website yields the following: "FedRooms provides Federal Travel Regulation (FTR)-compliant hotel rooms for federal government travelers while on official business."

I would love to use fedrooms for leisure travel, but need something concrete to point to if questioned.
