For domestic arrivals, there should be a way to pay to rent a cart, probably for about $2, for example in the baggage claim area of the terminal for your arriving flight.
I was just at LAX a few weeks ago and it was $5 outside of Term 2 for a cart. However right before the TSA check on the second floor, near the elevator, were several loose carts... So you can get one for free if you know where to look!
