OP's friend is a fool if he does not call (and then confirm by email) that he may make use of the rate, both for leisure and as a non USG employee. You can assume and argue semantics all you want, but if you are denied the rate and wind up with the best rate available at checkin (which could be the rack rate at 300-400% of the discount), that's an unhappy situation.
