Yes, I saw the hyphen, which is a problem in itself. "ID-government" is no hyphenated word I've ever seen. It also says "Federal Government Government ID" which doesn't make sense in itself, adding to my colleague's confusion.
Being from Australia, you are presumably English-speaking. ID-government is NOT the word. The hyphen is preceding the REQUIREMENT to receive the fed gov rate.
The information regarding the government rate requirement is present and you quoted it exactly in your post "Federal Government Government ID". The second part you quoted (after the hyphen) tells you what is required to receive that rate (Federal CC OR travel papers).
You already admitted that your friend is traveling on leisure thus has no travel papers. That, in itself, tells you he is NOT eligible for the official rate.
I used to travel for the Gov. I also did not have a fed CC. But when I was traveling on official business, I ALWAYS had travel papers. And I was asked for them when on the official rate (not just Hilton either). I had friends with the Fed CC. They could ONLY use it for official business. If they were traveling on official business, they had to present and USE that CC. Any other use of the Fed CC was considered FRAUD!
