Your friend is NOT supposed to use that rate for LEISURE as he is not on official gov business. Not having the proper verification means he is risking getting charged rack rate since he is not eligible for the Fed business rate.
There is no information accompanying the government rate, when I click on rate details, saying that the rate only applies for official business.

Yes, I saw the hyphen, which is a problem in itself. "ID-government" is no hyphenated word I've ever seen. It also says "Federal Government Government ID" which doesn't make sense in itself, adding to my colleague's confusion.
