You can call as a non-member (if you are interested in joining, I suppose).
There is no way I can find to speak to anyone that I can find without having a MPC number. The call is answered by an automated system that requires a MPC number. All other options (to join, lost PIN, forgot number) tell you to go to the web or fax.
