If you are staying in the front tower (the one with the lounge on the 21st floor) then breakfast and cocktail are on the 21st floor.

If you happen to stay in the back tower where the old lounge was on the 16/f then breakfast is at StraitsKitchen and cocktail is at 10 Scotts.

I was a bit confused too, but I wish I had stayed at the back tower now. I've never been to cocktail at 10 Scotts before.
As I mentioned I was confused also - when I checked-in (late at night so at FD not lounge), despite the fact that I was in the Front Tower (14th floor suite) the person that was checking me in actually made it sound (to me at least) as if StraitsKitchen + 10 Scotts were my ONLY options for b'fast & cocktails.

Crazy, I didn't even figure out that the Club Lounge was still open until my 3rd day there! So anyway, over the course of 10 days I used SK, 10S & the club lounge - all with no charges for any (except when I took a guest to SK - they did bill me for the +1 b'fast.

Oh and I was upgraded to a Grand Suite, so I guess there is a chance that, as hailstorm mentioned, that option was only for suites?
