The answer to this is managing the bandwidth per connection (QoS). Another "guess" might be that this was being looked at for the President's Clubs...and then the merger came along.
Yes absolutely. It just takes a few people streaming video or using skype to suck up most of the bandwith. (And btw, is there anything more annoying than having to listen to some db making a skype call at full volume in a crowded club? Oh yeah, there is . . . the dude streaming YouTube videos w/out using headphones.)
