Here are some low tech solutions:

Are you concerned about someone knowing you are out of the country that you wouldn't just leave a new voice mail message saying something like, "If you need to reach me for urgent reasons, please call my German number by dialing 011-49-XX XX XX etc. This is an international call and you will be paying the charges. The time difference is six hours"?

Or, you could always leave a voice mail message asking someone to email you and you will call them back.
