Why would it make a difference if it was a hotel or a ryokan? A hotel can do what it wants.
Maybe you could sneak a second person in (though you wouldn't get things like a second room key or extra amenities like pajamas), but the fact that a Japanese just wouldn't do that is one of the reasons why I like this country.
