Perhaps, although the evacuating passengers would have been easier to keep track of since they were all on the runway or taxiway areas with no uncontrolled access to outside of the airport (unless they jumped into the water and swam), rather than finding themselves on a nearby road and hitchhiking. Some may have still had the issue of passports left on the plane where they may have gotten burned, but would be inaccessible even if they were not burned.

I heard a report the airline hired a baggage recovery company to try to determine the owner of the luggage and belongings.
