If you're near Tokyo (or Yurakucho) station, the covered plaza of Tokyo International Forum hosts about a dozen outdoor eating stalls for lunch Monday thru Friday that change each day of the week. You can usually get some pretty good food for under 1000 yen.

Only Japanese, but you can check out the food in the pictures:
