Absolutely route dependent. In more than 50 WT+ sectors in the last 8 months, I didn't receive a single upgrade, despite often being told by the CSD that I am the highest status traveller on the aircraft. Others, on other routes, have had much more success..
I'm not convinced that status helps. I know that a silver card holder got opupped from WT+ to CW ahead of me (GCH) on a flight a while back. Our situations were pretty comparable - both travelling alone, no special meal, connecting flights or anything obvious. I was also on a W ticket so quite possibly paid more for my ticket than him.
How do I know all this? I sat next to him on the way back and he was complaining that his status with BA hadn't scored him an upgrade! We got talking and it turned out we went out on the same flight.
