That has always been my understanding that the guarantee of a seat only applies where the flight is sold out; if the flight isn't sold out then you can still buy a seat in another cabin and so benefit doesn't apply

If the flight is closed for waitlisting, then c'est la vie

It does make the benefit more of a marketing item than a real benefit I would suggest
