Bottom line is that OP attempted to import goods into the USA which he was not permitted to import. That's exactly the conduct which would generally cause a GE holder to be bounced, so it's exactly the sort of reason to deny him.

Was a waste of OP's time and $100 to apply. Forget it, move on.
