What is the purpose of the sequence number?
Unique identification of the passenger.
Also easier to manually "on" people on a flight as all you have to do is enter the seq# in the system, not the entire name (which could lead to issues with similar names) or, as some US airlines do, seat number (which requires double-checking the name with what's in the system in case of seat changes).
