As far as I understand it, the seq number is issued as the person checks in, be it on line, at desk or whatever?

How come, whenever I check in online at exactly on line check in is open time, I am many tens behind zero? Tonight I checked in for tomorrow's 747 flight right on the dot of 24 hours, and I am seq 93???
