I'd have to see some examples of properties changing their category level AFTER they've already opened. I've only seen hotels/resorts change in March or before the first day of opening.
The Four Points in Miraflores (Lima) just opened and is a category 3, and last time I checked they had the same daily rate as the Sheraton Lima which is a cat 2... yet they have not changed category.
