That's not what I was told. I was trying to move to a business class ticket for a relative I tried to go from a expensive, but restricted economy ticket to business class. The add collect was $750 on the fare and $200 "Penalty fee" (their words, not mine) even though just the cabin (no flights) were changing. I said no thanks on principle. But I did get her into Economy Plus.
