This part of the British Airways 'service' does not appear to be unique to Gatwick. Whilst I rarely check baggage, on arrival at LCY today, we had a 51 minute wait at the belt before the baggage even started to arrive. There were a grand total of 4 flights arriving LCY this time of day so congestion was not an issue. The LX and LH flights which arrived a good 25 minutes after ours all had their luggage delivered before the BA flight. Even the Alitalia flight just before fared much better.
