I don't know what they are "supposed" to do, but when it happened to us arriving into LCA they did indeed give me a prepaid debit card loaded with ( I think) EURO 250, but that was for 4 of us, and all 4 of us had our cases left lying at T5 (we connected from GLA, but the bags "forgot" to join us).
