When this happens to me, this is what I do.

If I'm on the outbound leg and I have no luggage at my destination I make a short list of what I need (essential toiletries and clothes). Go and buy it, keep the receipts and ask the airline to pay. If for some reason they refuse, claim it on your travel insurance.

And don't put any valuable items or anything that can't be replaced in hold luggage.
