If you put it in your mouth and consume it, it is considered food and you must declare it. Candy and chocolates of most types are permitted entry, but you still must declare!
For the traditional blue form, yes - the word "food" is still there as a catch-all, but thankfully the GlobalEntry machines have more concise questions around edibles, and chocolate is not included unless the chocolate includes items listed in the other questions.
