October is OK shorts weather (as above said, depends on where you're from... I'm perfectly ok to go to the shop down the street in London in January)

however, I'd personally only wear shorts if I'm going to the beach/leisure rural areas OR going to the shop down the street at non-working hours. (and this would apply to perhaps 70-80% of local population and maybe half the tourists)
