For American and Delta they only charge the tax they pay on the miles. I don't know the reason for the difference. Perhaps American and Delta prohibit rental car companies from charging for their miles? The same policy appears to apply for all the other major rental car companies.

They also don't seem to charge if you credit hotel partners or Best Buy.
