Out of curiousity, I switched to my AA number, which would net me 300 miles....and the fee dropped to $0.37 for the rental.
So, just a warning to test out different FF programs because there is some funny programming going on there....

For American and Delta they only charge the tax they pay on the miles. I don't know the reason for the difference. Perhaps American and Delta prohibit rental car companies from charging for their miles? The same policy appears to apply for all the other major rental car companies.
They also don't seem to charge if you credit hotel partners or Best Buy.
