AA's time in Sabre is correct (with "atomic" time) down to the tenth of a second or more, and that's what GAs have to use.
FAs are another story; they have no "exact" time on the plane (as opposed to the cockpit crew, before someone gets alarmed), so they use their wristwatches. I notice the inaccuracies in the announcements as well, plus the odd time where they get the timezone (or the city) wrong.
