I had assumed that they do this. However, they can only work with the data the airline captures. If the airline only captures the foreign passport that is being used to enter the destination country , that is all Immigration will see.

They are indeed less frequent at some airports and more frequently done for certain destinations. ORD-AMS has been a popular one, as has some other US-AMS flights.

Re. Paragraph 2 above:

That is the way it was before, but now that is far from certain.

The USG, DHS included, may see more than just the passport details transmitted by the airline. Some queries have been run by name and birthdate to match against the same or other persons of the same name with the same date of birth. It's even been done to try to identify whether or not some US citizens may have multiple citizenships and/or passports. If a person gets sent to secondary, more info may have come up before or more may come up during that.
