I think its a function of price. If I'm travelling to a non-English speaking country and spending £50 on a hotel, I don't expect to be spoken to in English - if I am, it's a bonus. If I'm spending £500 a night, then I do.
This is exactly right. I often stay in lower-priced hotels, and I get irritated when some American writes a review stating that the night clerk of some budget place didn't speak fluent English. At chain hotels, I find the desk staff almost guffaws at me when I ask, "Do you speak English?" Of course they do.
