This is exactly right. I often stay in lower-priced hotels, and I get irritated when some American writes a review stating that the night clerk of some budget place didn't speak fluent English. At chain hotels, I find the desk staff almost guffaws at me when I ask, "Do you speak English?" Of course they do.
