You clearly can just buy up to 20k miles for yourself. If I do, that 20k miles will go into my account. If I had 20k miles before, now I have 40k miles. Then, I can go and get myself a round trip SFO-HKG upgrade for 30k miles, or 20k miles x 2 if I do them separately.

Either way, how will Cathay know that the 40k miles now I have actually come from my purchase miles?

By the way, your calculation was a bit off. My ticket is an R ticket which I paid $2400 round trip. $2400 + $1300 (round trip both upgrades with purchased miles) = $3700. This is still far cheaper than a J class which is at least $6,000. Of course I understand I can't buy more than 20k miles at a time, but I am just talking about a pure cost perspective.
