Throwing out possessions can be expensive too, so it's not a solution to high bag fees. If someone was surprised by the fees and cannot afford them, this is sad.
When authorities inspected the bags they found $136 million worth of diamonds... apparently the pax had driven from Cannes to Paris, flown from CDG to NRT to SEA and was heading to NYC.
