The open potion between F and J exists because it's easier to just walk down the J side to gates 1, 2, 3 and 4. It's a longer walk to go all the way out to customs exit, down the escalator, and double back to gates 1, 2, 3, 4.
Usually the Haven manager standing at the hostess table will greet incoming pax from J side and politely ask them to show their BP. I've seem people asked to turn around and back to J side.
