AMEX is excluded from it because it doesn't have "debit" printed on. Discover can take that path as well if they choose to because HI card does not have "debit" printed on it.
The functionality of the card is what matters, not what it has printed on it. If it meets the criteria for a debit card, it is covered.

Yes, vagrants. Not only are they Discover cards but can be argued not general use since restricted to "home improvement".
According to the Federal Reserve, any card that is accepted at multiple, unaffiliated retailers is a general use card.
