I started a similar thread on this today - didn't realize this thread existed.
I rented in Providence, and my receipt clearly stated a fuel service charge, so nothing was hidden in that respect. What irks me is that I filled up TWO BLOCKS from the rental agency, and was still .4 gallons short of the 17.3 they stated the car was given to me with.
Pumps are not consistent with regard to the full tank click off, so even my fill-up two blocks from Avis ended up not being full enough! Also, who's to say that Avis' service department didn't top off the tank to get it to 17.3 gallons! There are too many variables here to hit us with a $10/gallon charge!
IMHO, if you're within a gallon or half gallon, they should merely be waiving the fuel service fee. The only fair alternative is to charge me the fair market price for the difference.
