This doesn't make sense to me. Emotional support animals are supposed to be backed with some medical paperwork (I think it's basically a prescription to carry a dog, etc.). So why should there be a problem with a FA verifying whether a lap dog is allowed (if it's for support) or not (regular pet travel)? Silly.
