Feel free to use this exact logic with any National gate agent of your choice, or any police officer that might pull you over with said rented vehicle lol. In the real world, when things happen, you're not renting a vehicle from National, Hertz or Avis until you have your actual, physical DL. Explicitly stated in the T&C's and CofC of all 3 major agencies. Oh and in all 50 states laws pertaining to operating a motor vehicle.
