Have you tried contacting Incomm to see what their take on it is? Maybe do a 3-way conf call and have BB and Incomm reps/supervisors talk directly to each other?
I have spoken with Incomm. The rep confirmed the loads were on 7/12, and all other account reloads in the timeframe. But the rep insisted that they weren't allowed to call Bluebird; they could only respond if Bluebird reached out to them. Bluebird CSRs have been nice, but are not knowledgeable enough to even know what I'm talking about when I suggest conferencing in Incomm. They keep insisting that will be the next step, but that they are not able to look at anything other than the transactions as listed on my account.
I am guessing this higher-ups conference call in the next step once I hear back on the "resolution" of my dispute with BB, which I can only assume is going to result in someone saying "everything looks fine to me" and then me having to appeal the decision. Unbelievable.
