There's the law and there's this thing call, "SH!T HAPPENS"

If a guy rents from a company a couple times a month and can prove that his license is valid (faxed by the state's DMV) and has multiple supporting documents showing he's really who he state he is, I think they should allow him to rent a vehicle.

In California, it is illegal to drive w/o the possession of your DL but if you get pulled over and got cited, you just have to go to court and show them that you are licensed but lost it and was waiting for a replacement, etc.. then the judge more often drop the case.

Also, the OP stated that DMV faxed over his documents stating that he is indeed license, then with that document, it should be more than enough for him to drive IMO.
