"whenever you fly" seems to suggest this is very frequent behavior, which i am a bit surprised about. how many different flights have you seen this? is it really 2 or 3 pax every single flight?
Okay, I may have exaggerated a bit, but I would say at least half the transcon flights I was on had this happen. It ranged from 1 to 4 pax in Y. I edited OP to be more detailed.
